Does the cantrip require a concentration check? Does spell resistance and/or saves apply as normal against this cantrip, or does it just "affect" the target?

Saves and resistance would occur as normal. There is nothing to indicate they wouldn't apply. It would need specific wording to remove saves and resistances.
Well, I ask because as I see it, you don't cast the cantrip and it isn't a spell, it just "affects" a semi-random target.
