I wanted to make sure I understood what the Core rulebook says on this.

" A weapon with a special ability must also have at least a +1 enhancement bonus. "(pg 468)

So if I want to give, let's say a dagger, 1d6 fire damage, then I first have to give that same dagger Magical+1, and before that, Masterwork(either through purchasing the weapon masterworked, or having a spell cast to make it such).

This would bring the total cost to 4302 Gold. Which in turn means that I cannot have this item with any Pathfinder Society character who has less than 18 Fame, even if I have the Gold to cover the price before that point.

You have the basic idea, but you're probably looking at the wrong cost chart:

If you want the 'flaming' enchant (+1d6 fire damage per hit) on a weapon, it must already have at least a +1 magical bonus to hit and damage. Since 'flaming' is a +1 enchantment cost, it brings the total enchant cost up to +2, or 8,000g.

The final cost of the weapon would be:
Base Weapon (2g for a dagger) +
Masterwork cost (+300g for weapons) +
Enchant cost (+8,000g for +2 enchant) =
A total of 8,302g.

The price you listed was probably from the armor chart, as those costs are half the weapon cost.

Now, if you already had a +1 dagger, the actual cost to upgrade to a +1 flaming dagger is only 6,000g, but you still need enough fame to cover the value of the entire weapon (8,302g).

A +1 Flaming Dagger would cost 8,302gp. The weapon is treated as a +2 for pricing, since the flaming is equivalent to a +1 enchant.

If you eventually added Keen to the +1 Flaming Dagger. The price would jump to 18,302gp, since keen is also a +1 equivalent and would bring the weapon's total equivalent bonus to +3.
