If I am reading this right, it only last for 24 hours. And as a GM if some one shows up with one, how would I know when he purchased it? Or would I just have to trust him?

It's treated as a temporary bonus for the first 24 hours, and afterwards it is treated as a permanent ability bonus until they take it off.
So for the purposes of PFS, treat it as a permanent stat bonus because there is an arbitrary amount of time longer than a week between scenarios.
