Do combat maneuvers provoke from everybody who threatens you, or just the target of the maneuver?

Rules Questions

I had been under the impression that performing a combat maneuver provokes an attack of opportunity from anyone who threatens you. However, looking back over the rules, it looks like it may only provoke from the opponent you're targeting with the combat maneuver.

Unless otherwise noted, performing a combat maneuver provokes an attack of opportunity from the target of the maneuver. If you are hit by the target, you take the damage normally and apply that amount as a penalty to the attack roll to perform the maneuver.

The table that lists which actions provoke or don't provoke lists combat maneuvers as provoking, and doesn't specify that they only provoke from the target of the maneuver.

So, do they provoke from everyone, or just the target?

Just the target. You quoted the relevant rule. It might be helpful if there was a subscript for combat maneuvers to indicate that it doesn't provoke from all who threaten, but alas there isn't one. Also, there are already two such subscripts, so maybe they were worried about overkill,

Table 8-2 in the CRB does indeed list 'Perform a combat maneuver' at a type of action that provokes (under "Action Type Varies"), and does not give any sort of caveat about it only provoking from the target of the maneuver. I'd be tempted to go by the text which you cited, but there might be some variation from GM to GM.

Text > table in the hierarchy of rules. The table provides a not that the action provokes, but doesn't give all the details. You should generally refer to the actual section of the rules for more specific explanation.

Keep in mind that some maneuvers might contain provoking actions. For example, Bull Rush and Overrun usually require movement. If you move out of a threatened square, you'll provoke from anyone who threatens. But the maneuver itself only provokes from the target.
