New Magic Item, Chaldira's Kiss; Critique please

I developed the following item, please critique...

Chaldira's Kiss:

Chaldira’s Kiss

Aura moderate evocation; CL 9th Slot none; Price 72,145 gp; Weight 2 lbs.

The pommel of this ornate +3 short sword is made to look like a star knife, with three stylized blades made of small diamond slivers jutting from the center of the pommel, the fourth merged into the blade of the sword itself with a garnet sculpted into its apex. The sword holds 6 hero points. The wielder can use these points at any time, and they do not count against the wielder's maximum. As the hero points are used, one of the jutting diamond slivers on the pommel turns into coal. After all of the diamonds turn into coal, the next use of a hero point causes the first coal to crumble, leaving behind a notch on the pommel; the process continues until all the diamonds are expended. The hero points may be recharged by a 9th level cleric of Chaldira whom possesses the Luck of Heroes feat; this requires six castings of Heroic Fortune and a donation of 6,750 gp.

The wielder can also call upon the sword's power to gain a final hero point that must be used immediately, although this causes the garnet upon the final blade of the pommel to shatter. As long as the garnet is intact, the wielder is granted the Luck of Heroes feat. The sword must be in the wielders possession for 24 hours before this ability takes effect. Further, as long as the garnet is intact, the sword grants its wielder a +1 luck bonus on all saving throws. Its wielder also gains the power of good fortune, usable once per day. This extraordinary ability allows its wielder to reroll one roll that she just made, before the results are revealed. She must take the result of the reroll, even if it's worse than the original roll. If the garnet is ever shattered, the sword loses all the above abilities, becoming an ordinary +3 short sword.

If Chaldira is the wielder’s patron deity, they may invoke a short prayer, upon command, to gain the benefits of Divine Favor, CL 9, 3/day. Finally, although the size of a human short sword, Chaldira’s Kiss can be wielded by a halfling cleric of Chaldira as if it were a short sword sized for her with respect to weight and ease of use. In other words, the weapon appears to all viewers to be a human sized short sword, and deals such damage, but the cleric wielder feels and reacts as if the weapon were a short sword of her size; likewise, Weapon Focus and Weapon Specialization in short sword apply despite the size difference.

CONSTRUCTION
Requirements Craft Magic Arms and Armor, divine favor, heroic fortune, Luck of Heroes; Cost 36,230 gp

The weapon was crafted by a human cleric of Chaldira who also wanted halfling clerics to get the most out of the item as well. I incorporated some Golarion lore into the building of the item, specifically, the notched short sword of Chaldira, the star knife of Desna (since Chaldira is basically a cohort of hers), etc.

It's as potent as many Artifacts and very cheap to buy and particularly to recharge. Too many abilities and only costing just over 1000gp per hero point? Far too good, everyone would want one!

If you classify it as an artifact (so only one of it and it cannot be crafted by players) and increase the price and make it only rechargeable under certain circumstances, then it'd be good. It has lots of flavour.

The item is basically a Luck Blade (no wishes) combined with both a Hero's Blade and Ring of Heroes.

This is how I reasoned the recharge cost. The recharge cost is the same as if reforging that part of the item; giving a "broken" weapon back it's abilities. The Hero's Blade Hero Point ability actually costs 9,000 gp, then I multiplied that by 1.5 using the combining magic items crafting rule. The total cost to give that ability to this weapon would be 13,500 gp. So, as a "broken" item, it would cost 6,750 gp, 7 days time and 6 castings of Heroic Fortune to recharge.

Giving hero points is indeed a good ability; if you check out the Heroic Fortune, Mass spell, you could give each member of your party a single hero point (that must be used within it's 1 round/level duration) for 1,000 gp. That is per each casting!

I think 7 days time and being able to find a 9th level cleric of Chaldira (how many of those are running about, unless you have a player cleric of Chaldira in your group) are rough enough circumstances. A 9th level cleric is not very common; a 9th level cleric of a relatively "minor" deity is probably even less so, =)

I, as a GM, would have the player have to run a side quest during the campaign for the cleric in exchange for her recharging the sword (and the player would still have to pay for her time and services).

I do appreciate your inputs though! I would love to see thoughts of others on the subject, especially on the recharge abilities.

Also note that if you ever use the hero point from the garnet, the sword loses it magical powers permanently (except for being +3 and the two abilities for worshipers of Chaldira). The whole weapon would have to be re-crafted from being "broken" at this point...
