i would say it most likely does not...
if you dont have sorcerer levels then you have nothing to gain..

Eldritch heritage states that:
You gain the first-level bloodline power for the selected bloodline. For purposes of using that power, treat your sorcerer level as equal to your character level – 2, even if you have levels in sorcerer. You do not gain any of the other bloodline abilities.
And the robe of arcane heritage states that:
The wearer treats her sorcerer level as 4 higher than normal for the purpose of determining what bloodline powers she can use and their effects.
I would say that a character with the eldritch heritage feat and the robe of arcane heritage would treat his or her sorcerer level for the first-level bloodline power gained from eldritch heritage as his or her character level + 2 (character level – 2 for the feat, +4 for the robe).
It does seem like a bit of a gray area though.

Didn't we have a three week argument about this just two months ago? As I remember; the debate ended inconclusively.
My local GM in his home game rules that the Robe of Arcane Heritage does indeed work with Eldritch Heritage; but if you are a sorcerer it only works with one bloodline. Either your class bloodline or your feat bloodline; chosen when first worn and cannot be changed. Keeps the robe from becoming too powerful.
But that is a house ruling that has been neither confirmed or countered by Paizo.
