Presumably, the CMBer is wielding a buckler, and using a two-handed weapon, so doing a trip, disarm or sunder with a two-handed weapon while wielding a buckler would take the penalty, just like taking a normal attack would.

Of course, I am still confused as to whether an archer takes the buckler penalty or not. Now, it is fairly obvious that they lose the buckler shield bonus to AC when shooting their bow, until their next turn, but do they take a penalty to hit, as though wielding a two handed weapon?
