Indeed.
It's not good as having it for free.But it helps with action management if you can't afford the flat footed condition.
For example, you are 1v1 with an enemy.
As a lvl 4 feat, I'd consider it if I were to make a magus with deception and an average amount of charisma.
Pretty solid choice to me, but mostly depends on the way you fight ( if you flank or go alone on enemies).

Maybe, but it isn't a long lasting buff. Magi are super action restrained, not sure you want to spend your first 2 actions casting that, not to mention they don't have a ton of free spell slots.
