Balanced Two-Weapon Fighting
Prerequisites: Two-Weapon Fighting, Str 15
Description: One-handed weapons in your off-hand suffer the same penalties to wield for Two-Weapon Fighting as light weapons. Weapons wielded this way must be of the same specific type and weight as the weapon in your main hand.
For example, you may wield two Adamantine Longswords, or one Adamantine Longsword and one Cold Iron Longsword, but not an Adamantine Longsword and an Mithral Longsword because they don't have the same weight. You also cannot wield a Longsword and Bastardsword, because they are not the same specific type of weapon.
Weapon Enhancements do not add weight to the weapons.
Normal: The normal penalties for Two-Weapon Fighting with a weapon larger than a light weapon in your off-hand are -4/-4.

BAB 6+ is five levels late - it bears the same problem as waiting for a prestige class to realize a concept which is why people homebrew prestige classes into base (20-level) classes.
that said, because this is a very strong feat, i think the pre-req's should be high, and the reason I suggest two 15's is because it's something that can be done right at level 1, it keeps the prerequisite strict, and it aligns roughly with TWF (DX 15) and Power Attack (ST 13). To boot, I don't think I've seen a feat that requires both, so, it creates an interesting niche in a game that usually incentivizes the building of either ST or DX rather than both, which is cool.
Also I agree with necromental that the 'must be same' requirement could easily be dropped because the biggest incentive in terms of raw damage is pairing two of the same weapon. how about:
Balanced Two-Weapon Fighting (new)
Prerequisite: ST 15, DX 15, BAB 1+, Weapon Focus
Benefit: When you are fighting with a one-handed weapons for which you have the Weapon Focus feat, you may treat it as light a weapon for the purpose of determining your two-weapon fighting penalty.
