Longbow:Impact Critical shot

This is supposed to do:

Precise+30, Penetrating, Improved Critical+50 if unbalanced, Knockback on critical Hit, Knockdown on Critical Hit.

What I see is a debuff stack on movement(speed?) and Shield ...

It is a bit odd...

No, everytime. unless I do a critical five times in a row...

Only with Impact critical? What reactives do you have slotted?
