Some questions: Why do you need the fog? How big does the fog need to be? Also, what level are you?
The first option that comes to mind is illusory fog. If you don't need to have physical fog, you could create the illusion of fog with spells like Major Image, Hallucinatory Terrain (actually, I'm not quite sure if this would work to create fog), and Mirage Arcana (if high enough level). The upside of this is the duration, the downside is that it doesn't cover that much more space then you could otherwise get. Multiple castings of Hallucinatory Terrain could work to increase that.
If you can find a few hags and get them to help you, that seems to be the easiest way to get control weather at a low level.

It costs 14k, but a lesser metamagic rod of widen spell will double the width of 3 fog banks a day. Would that help? What kind of area are we talking?
There are also guidelines for hiring NPCs to cast spells. The going rate is Spell cost = Caster level × spell level × 10 gp. So for fog clouds that's 60gp per pop (CL3xSL2x10), and for obscuring mists (if you can get the NPCs to where you need the fog) it's only 10gp(CL1xSL1x10).
Or just hire a powerful guy to cast Control Weather for you (CL13*SL7*10) for 910gp.

We are 14th lv.
We are bringing an army to attack a gate and want to have as much surprise as possible. The area would need to be about 200' across.
If you have an army, you should consider real smoke. Deploy units in your army with pots of burning tar and old ropes or something that makes lots of real, honest smoke: cheap and effective, real-world and old school.
Can you deploy level 3 casters who can cast Pyrotechnics?
If your party can't control the weather, can you predict the weather and pick a foggy day to attack on?
