You can completely rebuild your character for free (Race/Class/Everything) so long as it has not been played above level 1.
You could play 3 scenarios, and then pile on X levels of GM credit, and still completely rebuild.
But after playing above level 1, you have 2 options.
1) utilize the retraining rules laid out in the Guide to Organized Play (which references the rules in Ultimate Campaign), or
2) obtain a Tier 1 GM Boon from going to GenCon (they weren't handed out at PaizoCon this year). This Boon gives you several options, one of which is basically a full character rebuild (with stipulations included on the sheet itself).
Outside of that, consider keeping your character as is. You'll have the opportunity to create many PFS characters (I have 20, ranging in level from 1-15), and you needn't scrap your first idea completely.

I have used the retraining rules before. Unfortunately, they don't cover completely redoing the ability score point buy...
Also, all of my characters are Aasimars and Tieflings which are now locked. I build my characters on a theme or story. Ignoring and remaking the character feels inherently wrong.
I don't think I have the option of getting one of those boons.

Can you post your builds, and what you don't like about them?
I wanted to make a pirate from the Land of the Linnorm Kings, trained under White Estrid, and a privateer for a revolution in Irrisen.
I like Dex and Int based characters so an Inspired Blade Swashbuckler seemed right. I also wanted the Tiefling racial feats since a lot of them seemed cool; that was partially a mistake. I also overestimated the Inspired Blade's Int focus. I also made him kinda a trap guy.

What I didn't realize was that Swashbuckler still needed Charisma and ignoring the Charisma class abilities was a mistake. He also became a pirate who couldn't swim.
What I would like to do is either recreate him as a Vanguard Slayer (trap focus) or a Bladebound Kensai Magus (situation spells and deeds) while continuing to be a tiger-catfolk-looking pirate.

Sorry, but did you play this character from level 1? The low charisma would have been quite an annoyance from day 1, that said the character isn't ruined, get a headband to buff charisma, and consider getting some way to use/cast deeper darkness so your feats aren't a massive waste of time.
And why did you take expanded fiendish resistance? Acid damage quite rare, why waste your first feat on this?

The answers to your questions have been pretty much listed above. Did you add something to your character you aren't particularly happy about?
These forums are a good tool to use for advice on how to fix what is perceived to be a "broken" character.
Strange your definiton of broken seems to intend weak, while I everyone else i speak to uses it in the other side of the scale.

I suggest multiclassing into something that gives trapfinding, but even that isn't really required unless you want to deal with magic traps, and frankly detecting them could be enough.
Investing more in swim could be effective, but unless you play the skulls and shackles adventure path in PFS, investing in some consumables might be enough.
EDIT: Take the Extra Panache feat once or twice, this should allow your character to use it consistently.

Could be worth taking your 8th level ability score bump in Str if you're really concerned - otherwise more skill points will solve the swimming issue. Also you can buy a Ring of Swimming (+5, +10 for improved). Cheap!
Also... where did you put your 4th level stat bump? It's not adding up right for me, but probably my mistake.

I recommend finding a sheet that lets you plant these things in advance. Grab one and then just fill it out to 10-12th level. That's planning out 2 ability score increases, five/six feats and 100,000 GP of gear approximately. You've also go spells if you're a caster, but other than that figuring out "Where do I go now?" isn't any more intensive than building the character at Level 1.
Also, add another vote to the charisma headband, it's worth it, even if you're worried about Will-Saves (which you don't need to be as much as say the Barbarian or Fighter).
Final note, there's a feat if you have enough Profession (Sailor) ranks that gives +2 to Swim, Climb and Acrobatics.

In fact, the only advantage that 2 cha will gain over 2 int is +1 to charmed life and a few select skills, but I would think that an extra panache and skill points are more valuable.

Well, nobody likes drowning and/or not contributing.
Ironically, twice this character has had to swim after moving ships he was thrown out of. Sharks made a great motivator.
