Is the Cloth Armor really supposed to reduce all kinds of damage, not just combat damage?

Yes, similar to other armor cards.

[NOTE: I know this is silly since it's cloth but it is all damage.]

Actually all other armor cards refer specifically to combat damage.

In the banish portion of the card, it usually is all damage. I remember that on Half Plate. (Don't have my cards with me.)


Most of the "wearable" armors (leather armor, chain mail, etc) have the "Banish this card to reduce all damage dealt to you to 0" power. They also all tend to have a second, less costly power (recharge, reveal) to reduce a specific amount of damage, which is often combat damage, especially early in the adventure path.

Cloth Armor lacks the "less costly" power, but retain the "all damage" power. Instead it has a reward for acquiring it. (Which, while we are taking about it, doesn't mean you get to draw a card when you draw the Cloth Armor into your hand. You only get to draw a card from your character deck when you successfully acquire the armor in the first place.)
