Is there any reason why a serpentine eidolon could not use a belt slot? Could the summoner wrap the belt tightly enough in place in the middle of the Eidolon to be effective? And/or, could the summoner indicate that the shape of his serpentine eidolon is such that it has bumps in his midsection to allow for an obvious belt slot spot?

According to this Serpentine-shaped animals do have a belt slot. The problem with eidolons is their shape is determined by the player, meaning they could be valid for more than a serpentine animal.
For example, if the summoner takes arms/legs evolutions, should the eidolon not have feet/hands/wrists? There should probably be something around that dictates what item slots, if any, an eidolon gets. Using the slot table for animals puts serpentine eidolons at a clear disadvantage compared to bipedal or quadruped.

Thank you. I don't own Animal Archive, but I do see the reference in D20PFSRD. So, I would take that as an "official" answer.
