I don't see any actual statements on whether folding of the two pieces equals a standard, full, or swift action... What do you think?
"This stiff folded paper vaguely resembles a hand-sized pest such as a beetle, spider, or cockroach. Completing two key folds in the paper causes it to multiply into hundreds of similar-sized duplicates of itself.

Manipulate an Item
Moving or manipulating an item is usually a move action.
This includes retrieving or putting away a stored item, picking up an item, moving a heavy object, and opening a door. Examples of this kind of action, along with whether they incur an attack of opportunity, are given in Table: Actions in Combat.
But Standard seems about right to me as well. Since you also need to draw the item as a Move, that's still a whole round's effort.

Is there any rationale to see this anything other than a standard action?
Probably because most Summon spells take a 1 round casting time, so people tend to associate that with any summoning ability?
Agreed with Standard, though, since there is nothing in the quoted text that says it takes longer.
