Is access to the PRD not sufficient?
It wouldn't be for me; I use the PRD all the time at home (and sometimes at work) but my wife and I have no "personal devices" we could use to access it away from home, and lug our hardcovers with us to weekly games.
I realize we're unusual in that respect, but we can't be unique.

That's certainly true, and I'm not saying that such a list wouldn't be helpful; with regards to the OP, though, it appears as though the GM requires page references from a book. I'm merely pointing out that the PRD is as official as it gets (without having a copy of the book).
