Web site to automate certain rules

Hi,

Can I create a website that automate some character creation, encounters, and combat rules (like role dice and determine outcomes of tests and combats) if I don't charge for access? Character creation would include the various modifiers and effects of feats. What about the use of stats from the bestiaries to automate encounter generation and combat rolls?

Yes. The OGL and CUP cover the game rules and much of the other text (but not adventure text, so no room descriptions, etc). See the [PF2e system on Foundry](https://github.com/foundryvtt/pf2e) for an example that follows CUP/OGL while automating the game rules. You can even use our data entry for your own project as long as your project follows those two licenses and our own Apache 2.0 license.
