Given that you can still report people as Lantern Lodge or Shadow Lodge, I wouldn't hold your breath on the changeover coming any time soon.
I have a feeling that this has a couple of reasons behind it:
1. Perhaps the way the system is constructed the retired factions can't be removed from reporting without removing them from the system entirely. If that is the case and the old factions are removed there will be a swath of PCs with no reported factions or prestige in the system.
2. They want to allow reporting of old games where PCs actually were members of the retired faction at the time.

While it's nice to finally have at least some word that things are being taken care of, I really wish they would have done this last Friday, or even Saturday. I've got a lot of players, and characters myself that have basically been on hold since before Gencon, and I'm pretty sure most people game on the weekends. It's been over a month now, and each week is another game I either need to not report or make a note to eventually go back and correct things, (more likely that I'll make a mistake when it happens).

I can almost see 1 being possible, but there are plenty of ways to keep the old factions in the database without being able to report new ones. It would (should) be a very simple change and wouldn't (again--shouldn't) take more than a few minutes of anyone's time. This being from someone that's done more than db admin stuff than they ever thought they'd do.

I could be misremembering, but I seem to recall someone saying at one point that the reporting system was rather finicky and they'd rather not touch things they didn't have to.

I wouldn't say they actually suck. I think the issue is they have long list of stuff to do right now and PFS is on the bottom of that list.
Hopefully they will fins someone to take that Web job position they are advertising.

It's incredibly difficult for a new user to navigate this website. I can't imagine that they've done any usability testing.
For instance, it would have taken me forever to figure out how to report my first game had I not been shown, because you have to go to My Account -> Pathfinder Society.Make Changes (Make changes to what? Why would I click on this?) -> GM Event Coordinator -> Create Your Event.
These steps aren't exactly logical for a new person. Of course there's not a great place for that kind of feature either based on the way the website is architected, so the sanest assumption is that there's some button under GM Resources.
I still find myself forgetting how to get to the FAQs occasionally.

There are a lot of idiosyncrasies and general weirdness about how Paizo uses tech. The marketing, catalog, store, purchase repository, PFS campaign reporting, blog, forum, FAQ, and PbP alias use cases all rolled into one package makes it feel like a mess. The site should be split into several functionally distinct packages and presentations to make it user friendly, but it isn't. I guess this site works for Paizo (in that they haven't changed it for the past several years), but I could be wrong about that.
As an IT professional, I'd say that tech (and/or tech-related project management and planning) is not one of Paizo's core competencies. Nor is product editing (PFS scenario consistency, anyone?). Making this kind of change should be incredibly straightforward, but going off of my gut feeling about the website ("a mess", see above), it likely is much more complicated than it should be.
But I'll be damned if Paizo doesn't deliver on pretty books and fun adventures, though.

You can do that? I always go Pathfinder Society page -> My Pathfinder Society -> GM Event Coordinator -> Create Your Event.

I just became fully aware of this problem earlier this week, and have been looking into what is going on. It's currently behind a few more or less critical tasks on the hands of the web team. It's the highest on a list of PFS-related tasks, and I'm on the job now trying to advocate that it finds its place as soon as it can.
I'll make a point to come back and update you guys on the progress of this job.
I apologize that this issue has slipped through the cracks for as long as it has. It is very definitely on the agenda.

We have added significantly to our web team in recent months, and every day they are making progress.
Things are on the right track, and with the added capacity soon to come we are all optimistic about the team's ability to keep things stable, deal with emergencies, and make sure smaller items like this don't fall through the cracks.
