Even more detailed, and not PFS specific, from the Core Rulebook FAQ

Half-Elf or Half-Orc: Can a character of either of these races select human racial archetypes (such as from Advanced Race Guide?
Yes. Half-elves and half-orcs may select racial favored class options, archetypes, traits, and so on, as if they were a full member of both races (a half-elf can select elf and human rules elements, a half-orc can select human and orc rules elements).
Edit 9/26/13: This is a reversal of an earlier ruling. This resolves a discrepancy between this FAQ and two Advanced Player's Guide FAQs.

Just to tack on this rider specifically for goodies from the Advanced Race Guide:
Alternate racial traits, racial archetypes, racial evolutions, racial feats, and racial spells are only available for characters of the associated race. Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).

Yeah, I hadn't noticed that. I didn't realize PFS was more restrictive of this stuff than the core game rules, for half-elves and half-orcs, anyway. I knew it was for aasimars and tieflings.

General rule of PFS is that racial archetypes are open ONLY to those races... no exceptions.

Yes, it does. Half-elves and half-orcs get an exception, though.
In other words, an aasimar with Scion of Humanity, who counts as a human in the same way that a half-elf does, cannot take human FCBs from the ARG, and a human with Racial Heritage (gnome) cannot take gnomish FCBs from the ARG. They could, however, take the racial FCBs from other sources that lack such additional restrictions, such as the APG.
The post Dylos linked to establishes an exception to the Additional Resources rule for the ARG, allowing them to count as elves and humans as appropriate (but not orcs) for the purposes of the FCBs listed in the ARG.
