I have a cleric who loves fire but there are no low level fire spells. Can I use power of pearls and add a domain spell to it?

Pearls of Power allow you to recall a prepared spell that you have already cast (you don't "add" spells to them).

With that caveat, yes, you can use a Pearl of Power to recall a Domain spell that you have already cast.

There is also the Theologian archetype from Ultimate Magic. Sacrifice one domain to be better at the other, and prepare domain spells in non-domain slots. Seems tailor made to a Fire cleric.

My wife has one in a home game, and the second fireball always catches me by surprise.

Yep. Fire Domain Theologians are a blast (pun intended). I have a 10th level one in PFS. Free intensified Burning Hands at 5th level, picked up preferred spell at 9th so that I could spontaneously cast fireball. All the fun of a blaster wizard plus all the usefulness of a cleric.

Pearls work for domain spells. No problem. They allow you to recall a spell at casting time that you had prepared and cast before.

Slightly incorrect. Using a pearl is its own standard action. You can then cast the spell at any time thereafter, using whatever appropriate action casting the spell requires. You don't "recall a spell at casting time".

I only nitpick because the OP doesn't know how to use them, so our answers should be consistent.
