This same question came up at our table. I was playing a Warpriest in Wrath of the Righteous and our group had a little discussion about it. We kind of came to a group consensus about it, or at least as to why the feat wasn't included; fervor just has too much versatility.
From swift action spells, to behaving like lay on hands in both direct and AOE healing, to activating sacred weapon and armor at the same time, the feature's pretty strong. Granted, in outright damage and healing it's not as strong as a Paladin's LOH or an Alchemist's bombs (and they have extra bomb and extra lay on hands feats), it does more.
That being said, I don't think it'd break anything for your GM to allow the extra LOH feat, or even treat it like extra bombs and only get 2 more uses. Heck, 2 more uses is another channel or 2 more swift-cast spells!
