Fact-Checking: "In" & "Out" PC Races

I heard a while back that Aasimar and Tieflings (and Tengu?) are going to be illegal to create without a Race Boon (though extant characters will be grandfathered in, of course), AND that Nagaji, Kitsune, and Wayang will soon become freely playable, come next Season. How much of this is true? Is it too late to sneak some new characters of the "outgoing" races onto the roster before it's too late?

Tengu is still legal. But you missed the chance to make another Aasimar/Tiefling.

The stop point for creating Aasimar and Tiefling characters was Aug 14th. Unfortunately at this point you cannot create one without a boon.

To clarify, as of August 14th, you cannot create any new aasimars or tieflings without a boon. Also as of August 14th, you no longer need a boon to create a kitsune, nagaji, or wayang; tengu is still playable with a boon, as it was not changed.

Currently races available without a boon: all races from the Core Rulebook, as well as kitsune, nagaji, tengu, and wayang.

By way of clarification:

- Is a character "created" when it is rolled up or when it is played in its first scenario?

Because if it's the former, it seems like something of an un-enforceable rule, as people simply will say "Oh, I rolled up a handful of those right before the deadline just in case I needed them."

(By way of clarification: not me, I've got ONE PFS character who gets used for four days a year at Gen Con, and he's a half-orc, but I just can see the "hole" here is large enough for a semi truck...)

I'm pretty sure it was stated they needed at least 1 XP to their name (played as an Aasimar or Tiefling, so you couldn't use first level retraining to get one) by the 14th.

Most Pathfinder Society rules are enforceable, if the GM bothers to enforce them. Society management can't force a GM to audit every character, but if the GM looks at your character and finds it fails the most basic 'sniff test' (Hmm, Aasimar or Tiefling with 0xp doesn't quite smell right...) or simplest audit (Hmm, do you happen to have a chronicle sheet assigned to this character from before the deadline???), then you won't be able to play that character.

You probably could get away with illegally changing the race of one of your preexisting characters (assuming said character isn't already well known in your community), but that seems kinda pointless: You apparently didn't want to play an Aasimar or Tiefling when you created that character, so why change your mind now?

Further to Dhenn's answer, John Compton clarified here that because of the bolded statement above, pregen credit wouldn't qualify a PC as an aasimar or tiefling (as none of the pregens are aasimar or tieflings).
