Why were the secret societies printed in Occult Mysteries with fame and prestige requirements if they are not going to be eligible for Society play?

Because the fame/prestige rules are not exclusive to PFS play. The Faction Guide used them, and I believe they're in other books too.
Shadow Lodge

Inner Sea Magic and Inner Sea Combat also have Fame/Prestige systems that are not PFS legal.
