qusetion about not attempting check in RotR

When I read the S&S rulebook, I find following setences

S&S rulebook page10~11 wrote:

If you choose not to acquire a boon, it counts as failing to acquire it.

I cannot find the rule like that in RotR rulebook. Thus, I think failure and no choice is different but S&S rulebook says it's incorrect.

My question is that: That rule - if you choose not to acquire a boon, it counts as failing to acquire it. - still apply when I play PACG RotR?

Yeah. That line came out of this thread. Specifically, right here in that thread.

So, I'd apply it to RotR as well.
