Does a Swashbuckler (Advanced Class) at 7th using Targeted Strike deal damage from his Precise Strike 3rd level ability as well.
Like a rogue, who can only apply one sneak attack talent*, to any one sneak attack, does this apply to a swashbucklers deeds???
The ability to stagger any creature as a full round attack seems extremely powerful to me
ie : Gnome Swashbuckler attacks Huge Dragon, if you hit, auto stagger, then fellow adventurers pound Dragon to pulp, curious that this didn’t come up in playtests???

Targeted Strike is tactical. There are plenty of situations where disabling a target is a better option than a full attack that won't or probably won't kill it. It's not there to be used instead of every full attack, and it's not something you have to invest in having, making it a free tactical option for those situations where it's useful. Just making some goon drop his weapon so that he's useless until he eats an AoO from all adjacents to pick it up - and even then can't full attack with it - is hardly a bad move, for example. If an ally is able to escape the target or flank it because there's no danger from AoO, that's a big tactical win. If... well anyhow, Targeted Strike is tactical.

Gnome swashbuckler attacks huge dragon, staggers it, gets ganked by a spell-like ability, battle continues. If a dragon is sitting there trading full attacks with martials sauntering up to it with impunity it wasn't going to be much of a challenge anyway.
Being able to do precise strike damage with your targeted strike is working as intended, as you've skipped two full attacks to do this stuff; one to get to the enemy and one to do a single attack as a full-round action.
Given that "dead" is a much stronger status affliction than anything else targeted Strike does having Precise Strike apply helps make up for the iterative attacks you're not making in hopes of hampering the enemy.
