There's an assumption running through all your points, including this one, and it's that you will never ever be surprised or fighting on any terms other than your own.

I'm not going to say anything about the validity of the assumption. But I will say that your rating of the WPs quickened abilities is based on that assumption, so if other people are playing with a different assumption, then they will rate them higher.
