Tier question

I know that for tiers 1-7, obviously a level 8 character cannot play in it. However, is it legal to use a level 7 version of my level 8 character to play in the tier 1-7 scenario?
It seems like it would be okay, right?

No...there are no extra "versions" of your character to play with. There is your character.

You could use a level 7 pre-gen in that situation to play (if the table was going to be sub-tier 6-7), but you would have to apply the chronicle to a character lower than 7th level.

Sorry, but it would not be okay. If your character is too high level then you just cannot play him or her in the scenario.

This is one of the cases where you might have wanted to use the slow play option from the start of 7th level.

Another special rule to keep in mind specifically applying to 1-7's. You cannot play more than 1 subtier away...so a level 7 can't play in the 1-2 subtier. Here's the breakdown of what each level can play:

Levels: Subtiers
1 & 2: Subtiers 1-2 & 3-4
3 & 4: Subtiers 1-2, 3-4, & 6-7 (all)
5, 6, & 7: Subtiers 3-4 & 6-7
