When creating a new character, do they have to always start off at level 1 or can you start them off at a higher level?

Welcome to PFS! All characters start at 1st level. Make sure you check out the FREE Guide to Organized Play for all the specifics on character creation. :)

EDIT: LINK to the Guide. Note that in about a week, the next season of PFS begins, which will include an updated version of the Guide, so check back later. :)

Frustrating to hear, but good to know. Thank you!

One option you have is to GM several scenarios and apply the credit to a new character. If you GM 3 scenarios, then you can start your character at 2nd level.
