I know it was made into a plastic Pathfinder Battles figure, but does anyone know if it's available as a PAWN? And if so, which set it's included in?

That illustration is from the Kingmaker Adventure Path, which came out before we started doing pawn collections. We have no plans at this time to do pawn collections for older APs, and as far as I know, this piece has not been picked up for nay other pawn collections. Sorry. :(

You made pawn all caps in the title, so I assume the miniature that was released of that artwork is not what you are looking for.
If you go the custom route, there are some decent DIY instructions here if you haven't seen them already.
