Establishing settlements?

Does this still hold true, or has it been modified the current plan?

You will not be able to attempt to complete a charter until you have successfully cleared and held territory.

If so, and the Alpha experiences with escalation clearing are any indication, it implies a "gap" after the Great catastrophe, before the new settlements will emerge, and appears to make things pretty dark for the groups of 7-10 who think they are going to have a settlement arise in their hex as soon as the catastrophe passes.

Is there any more info on exactly what "successfully cleared and held territory" might mean?

As for "Clearing the Hex" I imagine the first step will be to clear out any residual NPC escalation effects going on in the area, cleaning up the wandering monsters, and probably guarding a number or "laborers" who work to prepare the site (Which I could see being fought off in a similar fashion to an escalation cycle for enemies) over a period of time.

In terms of territory control I thought the intention was that the Towers held at the end of the war will end up being converted (Slowly or instantly) into PoI controlled by the respective CC's and end up beholden to the Settlement that sprouts from the disaster... that is unless they want everyone to start all over with the Territory game right as soon as the Settlement Management system goes live.

Per the Tork interview, at the end of WoT the tower hexes become unclaimed empty (of towers) hexes. I do not know if the soulbind points also disappear.

yeah, the WOT gives you advantages for your settlement in support of roles when you build your settlement anew in OE but the towers and the control of those hexes disappear in the Great Catastrophe.

I'm under the impression that land rush winners will get a settled hex with a keep and a supply of building materials after the Catastrophe. "Clear and hold" applies to groups who want to settle non-rush hexes from scratch after OE starts.

You'll have to remove any existing Settlement from a Hex before you can make a new Settlement in that hex.

I seriously doubt if any dozen people will ever make a Settlement once territorial warfare becomes possible. Settlements are for hundreds of people, not dozens.

However settlement hexes are not escalation hexes. Unchecked, escalations may overflow into settlement hexes, but A rings around any settlement is free of any other icon (even passes and NPC roads), so that is two levels of overflow.

Guurzak has the right of it. Every guild which wins a Settlement in the Land Rush will get their Settlement without having to clear the hex first. Clearing the hex is a requirement for those who build their Settlements "from scratch".

that's a relief, for all of us. More so for small groups, I'd say.
