They were left as gifts from an elderly lady that collected dolls, and was getting rid of her collection before she died.

She attended the same church as the families that received the dolls, and was trying to do something nice. Unfortunately, she didn't seem to realize that the way she gifted the dolls came across less like a Secret Santa, and more like the opening to an episode of Criminal Minds.
This is the funniest thing I've heard (well, read) all day. Now the next time I GM, I've got a fun side quest.
