Tiefling Claws ‎Magic Weapon Special Abilities Agile

I am A GM of a small group of players one the party is a Tiefling inquisitor, after 3 sessions of playing the Tieflings dmg mod was catching my attention. What his character sheet has shown is a combination of using the alternate racial traits Maw or Claw, he choose claws and the Weapon Finesse feat he has has placed the Magic Weapon Special Abilities Agile on both his claws. Would I be right that not only can he not place the agile abilities on his claws because they are his hands not a weapon but also for a "A weapon with a special ability must also have at least a +1 enhancement bonus" that quote was from the d20pfsrd/magic-items/magic-weapons/magic-weapon-special-abilities. and as he can't make his claws +1 he can't use this combination because currently his dmg rolls are insane at LVL 3 due a +5 mod on his dex.

Can anyone help me with this situation because i believe he is fudging the rules somewhat and i need some clarification or just opinions on the matter.

He can't enchant his claws.he needs an amulet of mighty fists.

AoMF is 4000g to do what he is doing. No other way to do that.

He either has an Agile Amulet of Mighty Fists, costing 4,000 gp, or he doesn't have squat.

There is no other way to get that enchantment on his claws.

If he has an item creation feat or something like that he might have made it himself. A +5 Amulet of Mighty Fists would have a creation cost of 50k. He might have noted the 50k as simply 50 gp... short of that I might suggest asking him about the discrepancy.

It's a new campaign starting at lvl 3 each party member only started with 3,000gp

Erh... At lvl 3 with 3k gp he couldn't possible have agile on his claws. You need to ask him about how he is doing it. Especially considering the fact that Amulet of Mighty Fists cost 2k if you make it yourself.
