two weapon fighting and power attack

Rules Questions

I was looking for something along these lines and found some info, but the answers kept going off in a different tangent and did not address what I was looking for, so I will pose the question in a specific setting.

PC has 18 str, TWS, and wields 2 light one-handed weapons (for this example, two short swords), if the PC attacks with both weapons and declares a power attack, is this only with the primary weapon? does declaring power attack allows the -1 for the +2 damage with both weapons or do you have to declare both attacks power attack?
Secondly, I know that fighting with an offhand only grants half the str bonus for damage, but does that mean that you only get a -1 to attack and a +1 to hit with the off-hand? or do you do your normal damage plus 1/2 strength and then add the benefits of the power attack?

Looking at having a pc with high strength play using two elven light blades... yes I know it came from the 3.0/3.5 days of old, but the weapon (as well as the elven thinblade if it can be found) is being allowed in the game.

Power attack applies to all attacks you make, though the bonus is 50% for the off hand.

So a -1 to hit and a +1 bonus . . . I can work with that :-) Thanks
