Ally ranged attack- can it be used to hit a target at your location or at another players location?

I'm not totally sure I understand your question. Which ally card are you referring to?

I'm guessing Allying Dart is what you mean, but I'll say this as it applies to every card. Unless it specifies what location it can be used at (or automatically defeats/evades/acquires/passes, those can only be used on yourself), it can be used anywhere.

Archer cards.

I probably just over read the card's meaning

Ok. The Archer ally says "Recharge this card to add 1d4 to your Ranged combat check." So you can only play the Archer ally on your own combat check, and that combat check has to either have the Ranged trait or use the Ranged skill.
