I'd vote for Lesser Restoration. A Cleric can leave an open spell slot at each level, and thus have 15 minute access to any spell on the list. This greatly reduces the need for scrolls. However, one typically only leaves one open spell per spell level, and Lesser Restoration is often needed several times.
A cleric who routinely leaves open spell slots will find scrolls are less important, but still very useful at times.

Back to OT. Magda's right; lesser restoration, regular restoration, Remove Curse, Break Enchantment, and neutralize poison are all decent things to have in stock. That said, in a lot of cases you're better off just keeping the spell components and if you need to "repair" someone, you do it the next day.
Which brings us to an important point, do you have the spell components for those super-critical "repair my broken character" spells? You really need those and they're expensive.
For actual "I need this NOW!!!11" emergency spells, most of the cleric's spells jump back into the combat zone. True Seeing is the kind of spell you need in an emergency, is so expensive you can only cast it when you need it, and can't afford to waste the spell slot on all the days you DON'T end up needing it. Perfect for a scroll. Stoneskin's the same, though that's a domain-specific spell.
Personally, I would just get some more diamonds and diamond dust for the moment.

Many of the condition removal spells rely on caster level checks now making them poor choices for scrolls. Spells that aren't affected much by caster level and that you might need but won't need a lot are good choices: silence, invisibility purge, wind wall, obscuring mist. Also consider spells like water breathing and magic circle vs law or chaos where a higher caster level would certainly be welcome but sometimes you can't have it all.
I also like scrolls of spells that I might normally have one of in case I need two unexpectedly, like air walk, crusaders edge or freedom of movement.
Consider buying scrolls for other party members to use on you, if you need an invisibility to make up for your bad stealth mr wizard might not always have one for you.
Edit: forgot the ultimate catch all, channel the gift

Hmm, for a cleric I would have a bunch of condition removal spells on scrolls but be careful to only take those which have little caster level dependant effects:
Remove Sickness
Remove Fear
Lesser Restoration
Delay Poison
Suppress Charms and Compulsions
Remove Paralysis
Magic Circle
Remove Blindness (have a potion as well to use on yourself)
Restoration
Breath of Life (in a spring loaded wrist sheath)
I would keep the following handy buff/utility spells on some scrolls:
Comprehend Languages
Endure Elements
Align Weapon
Resist Energy (at CL7 as a minimum)
Daylight
Invisibility Purge
Wind Wall
Air Walk
Death Ward
Freedom of Movement
Plane Shift
I would avoid the following as scrolls as much as possible:
Any spell which allows the target a save
Any spell which is subject to spell resistance
Any spell which is highly dependent on the caster level (Dispel Magic, Cure Disease, Remove Curse, Neutralise Poison etc)
If you want spells to use offensively then scrolls of Summon Monster which are at least of your highest level of available spell are a decent option.

Some of the above suggestions are excellent, but most of them are completely covered just by leaving open spell slots. Rest 15 minutes and your open spell slot is now the spell you need.
