Psionic Collapse and Flying

So a player in my game is running a psionic vitalist and one of his favorite powers is collapse. I think it's good and cool, but I'm not 100% sure how it interacts with flying creatures.

The way I see it, it would work on creatures using wings to fly, and make them fall to the ground, but if a creature is flying with the fly spell or some other magical hovering that doesn't require muscles and nerves, it wouldn't be knocked prone. The fact that collapse only targets living creatures supports this I think.

What do you all think?


General rule is that flying creatures can't get knocked prone. If the GM rules otherwise, then you've knocked the flying creature 'off balance' and they need a move action to get up. Sort of like... they're prone. But they wouldn't drop out of the sky. You've knocked them prone/off balance, you haven't stunned them or anything.
