I would go with a bard. They probably going to be able to get the highest, or at least be on par with anyone else.
I'm sure there is a trait that will give a bonus to it. You will have a decent/high charisma and it's a class skill.
Half-elf bard can get +2 racial bonus to charisma and use the bonus Skill Focus feat for Bluff. Take Extremely Fashionable as a trait.

Dang! I was hoping for a discussion of the best *LAIRS* ever!
Then I saw it was a typo, but spelled "lier," so I thought it was going to be a thread about the best LYRE, which is, of course, the lyre of building, but was, AGAIN, disappointed.
The best liars aren't liars. Liars are caught. If you believe a lie, you think its the truth, so it isn't a lie. I mean, no one makes their Sense Motive and says, "Look, I know you're lying through your teeth, but it just sounds so darn cool that I'll believe you anyway."
For class I'd suggest a bard. Glibness is a spell that adds +20 to one's Bluff check and it is only available to bards.
Sure, you could go with a different class and rely on wands, potions, or scrolls, but why chance it?

Corvino's Top 5 Lairs Countdown:
5. A private Demiplane. This is nowhere near ostentatious enough. Practical, but nowhere near enough villain credibility.
4. The top of an incredibly tall tower/skyscraper. This is more like it! Obvious, but also imposing.
3. A huge cave system. Hidden, atmospheric and you can rig it to collapse as booby traps. A solid all rounder that any villain should consider.
2. Private Islands. Sun, sea and sand. A private getaway to plan and execute World Domination. It's a classic for a reason.
1. Anywhere deeply impractical but very cool. Your lair is in a volcano and has lava? Great. That moonbase has just come online? Fantastic. Arctic Tundra? Cool. Who cares about the potential for eruptions, explosive decompression or frostbite when you have this much style?

Bonus points if you permanently enchant the ceiling with reverse gravity and make that your actual lairspace while the maze 'above' you on the floor is full of nothing but dastardly traps a la grimtooth

Reminds me of those old 'third party' 1st edition products where the creatures had a 'percent is liar' rating due to an intentional misreading of the old 'percent in lair' category.

Race -
Human or 1/2 Elf for +2 Cha and a bonus feat or bonus Skill Focus (Bluff). Consider Focused Study for a Human**. (ARG 72)
Possibly Gnome for +2 Cha and using the Gift of Tongues trait from ARG 32.
The 1/2 Elf Integrated (+1 Bluff and other stuff) alternate race trait from ARG 42 is not nearly as good for this purpose as the Skill Focus (Bluff) feat it would be replacing.
Halfling (Bard) for +2 Cha, and the Ingratiating (+2 one Perform skill) and Shiftless (+2 Bluff checks) alternate racial traits**. (ARG 62)
**[For both of these, if bonuses to a Perform check, used to emulate a Bluff check via a Bards Versatile Performance, stack with a specific bonus to a Bluff check, then a feature (or multiple Skill Focus feats) could be a useful synergy.]
Bard - Versatile performance from Perform - Act, Comedy, Sing or String Instrument. Glibness spell.
Feats - Skill Focus (bluff), Deceitful.
Traits - Fast-Talker (+1 bluff, always class skill) or Charming (+1 bluff and other stuff vs targets that might be attracted to you), situationally.
