Ever since seeing the pun in the name, I've been pondering building a whip that transmits Ghoul Touch with an attack.
The problem is, I can't see anything that corresponds to the combination I'm looking for. Essentially it would be a weapon (whip) that allows the casting of Ghoul Touch with a touch attack.
Should I be looking at basing it on a wand and then adding in the cost of a whip (which I guess would have to be at least +1 to have a Special Quality), or is there a better way to go about it? Obviously, the ideal situation would be to have unlimited charges, but I can live with a wand-like 50 or so charges before requiring a recharge. A single use (á la Spell Storing) is too restrictive for my vision of the whip.
The Weaponwand spell seems to offer a possible solution but obviously requires the casting of that spell and is therefore limited to 1 min/caster level.
Any thoughts or ideas?

We are talking about custom magic items so you need a GM approval and the item is not PFS legal.
By the item creation rules you need a lot of gold for such a powerful item.
Use-activated or continuous, Spell level × caster level × 2,000 gp x 4 (for a spell duration measured in rounds)
= 2 x 3 x 2000 x 4 = 48.000 gp
Then you have a magic whip with a permanent ghoul touch spell (CL3) on it. You can add other enchantments like a weapon enchantment bonus.
A wand of 'Reach ghoul touch' is cheaper and easier to obtain. It is a lvl 2 spell altered with the 'Reach' metamagic feat that changes the 'touch' range to 25ft + 5ft./2level for 11.250gp.

Well, What if you use the weapon wand spell?
The Weaponwand spell looks promising but it has limited duration. I was also looking for a weapon that could be used by a non-arcane spellcaster (I have a concept for a dhampir oracle/rogue/monk/shadow-walker).
Maybe a Permanency spell on a Weaponwand? It would give fifty uses before having to be 'reloaded' (presumably using another wand and another Permanency). It would certain require GM agreement but the concept is fun enough that I can't see a huge hurdle there.
