Basic question about character creation

In the PFS guide it simply says character stats are based on a 20 point buy, but in the guide to character creation it lists specific number sets. Do I have to choose my stats from the numbers given or is it a 20 point buy of my choosing?

It's a straight 20 point buy. Choose as you see fit.

Remember racials go in afterwards. If you have a floating +, put it in your highest stat.
