Eagle Shaman and Hover feat

While using totem transformation, the eagle shaman may speak normally and can cast speak with animals (birds only) at will.
And PRD says wrote:

Hover This creature can hover in place with ease and can kick up clouds of dust and debris.

Prerequisite: Fly speed.
Benefit: A creature with this feat can halt its movement while flying, allowing it to hover without needing to make a Fly skill check.

Does the 5th level Totem Transformation fly speed enable the druid shaman to take the Hover feat? (Yes, the DM is allowing 'monster' feats).

Yes. You need a fly speed and thats what you can get(if you want). Obviously it would not work if you do not take the fly speed choice.
