Cloak of Arachnida question on Web spell

Here is the text:

Once per day, the wearer of this cloak can cast web.

This is confusing. Does this mean the wearer actually casts the spell? Or is it a spell-like ability? Or is it a Command Word activated item?

This is important because we had a character caught in a Silence spell wearing this and he let out a Web spell. The argument was whether it was legal for the web to be used in a silence area because the item says the wearer "casts the spell" but then the argument turned into it being a spell-like ability and others saying magic items almost always have command words and Silence also blocks command words.

What is the consensus for this item's use? Is it spell-like or command word?

I'd say that since it says the Wearer casts it, that it is an SLA. Because if the wearer casts it, then the item doesn't, so it isn't a command word. If it had said the Wearer can command the cloak to cast web 1/day, it'd be different.


I think this would fall under activating a function of the item, not a SLA.
