If I earn a racial boon from an event, can I create a character with a racial archtype associated with that race? In other words, are all racial archtypes unlocked with each racial boon sheet?

Check Additional Resources for what you want to use. If you have access to the race, own the resources for the race and for the option you want and the archetype is legal from that source, then yes.

As Starglim said above, check the additional resources, now that you have the actual boon to unlock the race.
Oreads: all alternate racial traits, favored class options, racial archetypes, racial equipment, feats, magic items, and spells are legal for play.
