I've tried to correct this in the individual threads, but just in case any casual readers got the wrong impression from my utter failure to properly read one of Ryan's posts, I wanted to try to make the correction as public as possible.
I've recently quoted Ryan a number of times suggesting that Bandits would be able to train "exotic" banditry skills at NPC Settlements. I've realized this was completely wrong. Here is the complete quote.

I sincerely apologize for any confusion I may have caused by reading that last sentence as a statement of fact, rather than as an example of an assumption that is unlikely to prove true.

This quote actually predates the Faction discussion, and it does not actually say it won't happen but that it is an assumption.
There will need to be training somehow. Whether special consideration is made for any sector that does not provide for themselves is the question, I suppose...

It is understandable. I rely on the huge database of GW-quotes that is so readily in Nihimons head and I am not the only one that relies on them: often the right quote can put things straight in otherwise frantic discussions, or at least enlighten things. Not saying he is the only one that can dig up quotes, but he sure is fast and always gets the right one, or it simply is not there (in my experience).
Nihimon found a bug in his own head/database and wants to make sure it got squashed. :) It is a reputation thing, we can still trust the software/hardware.
Anyway, this is my interpretation, all in good humor, only speaking for myself!
