Ok so I have a home group that I am running RotRL with. They are interested in doing the PFS thing. My question is how do I apply the chronicles for their characters for a new PFS char. The group they want to join is 4th level. I ran First Steps and Silent Tide already. since they are level 1 can I apply The Skinsaw Murders to their level 1 chars? This should bump them to 2.6. If I run or they catch another scenario it will bring them to 3. Then I they can apply Burnt Offerings to the 3rd level PC bringing hem to 4. Is this correct?

It sounds like you've got it all right; you're playing in 'campaign mode', a home game with non-PFS characters, and credit being given to PFS PCs not directly involved with the campaign, right?
If the PCs currently have 2XP (from 'In Service to Lore' and 'Silent Tide') then as they're still 1st level, they can receive the 'Skinsaw Murders' chronicle, with the gold award reduced to 1398 gp, XP & PP as normal, and the full boons on the chronicle, taking them to 5 XP (2nd level).
One more XP (from a scenario) will bring them up to 3rd level, meaning that the 'Burnt Offerings' chronicle (tier 3-5) that they've been holding is then applied immediately (with full gold), taking them to 9 XP and 4th level.
I'm also GMing a home campaign of RotR with PFS credit being handed out. The group is currently nearing the end of the fourth chapter of the AP, and we're having a great time. Good luck with it!
