While preparing a fight against some goblins, I noticed that they have the following skills:
Ride +10, Stealth +10, Swim +4; Racial Modifiers +4 Ride, +4 Stealth
I'm confused about two things on this line. First, do I add both values together, so ride and stealth check are each +14? Second, why does the sequence change, meaning for the skills its <skill><value>, whereas the racial modifiers are <value><skill>?

The "Goblins as Characters" section states the rule in slightly more detail:
Skilled: +4 racial bonus on Ride and Stealth checks.
The bonus type sometimes becomes important.
The goblin listed in the Bestiary is a level 1 warrior who has Dexterity 15 and has put 1 skill rank in Ride, so its Ride modifier is:
+2 Dexterity, +4 racial, +1 rank, +3 class skill = +10
A goblin with Dexterity 17, 2 ranks in Ride (which it could take if it had 2 or more class levels) and the Skill Focus (Ride) feat would have:
+3 Dexterity, +4 racial, +2 ranks, +3 class skill, +3 for Skill Focus = +15

So, normally it would be +10, but then you said "The racial modifier is listed to assist with any goblins that are not standard" and I'm not sure what that means. What is a non-standard goblin? When would that extra +4 come into play?

It's listed primarily so the GM knows why the goblin has a Ride skill that's +4 higher than normal. This is important for two reasons; First, if the racial modifier wasn't listed, then the GM might think the high number was an error and lower it himself. Second, if the GM creates a goblin with a different class, or with more class levels, it's important for the GM to know what bonuses the goblin has for simply being a goblin.
