In reading these boards I occasionally run across someone talking about Hero Points. I must have missed reading about these in the CRB? What exactly are these Hero Points and where in the rules do I read about them?

It's an optional rule. It's in the Advanced Player's Guide but keep in mind that the system itself is rather lackluster and you'll most likely end up houseruling more stuff into it.
I personally like the idea of daily hero point expenditure and being able to use them for an extra standard action.

Wow. Even mythic doesn't grant that until 2nd tier. Why not just go all-in?

I would easily do 1 mythic tier over hero points. All in all a more robust system that adds thematic justification to the abilities.

Quite possibly because sometimes you want to be heroic with the perks of actually being able to do heroic things without the baggage of being demigod-like and granting access to mythic stuff.
I'm not a fan of the hero points (I think they do far too much). My group does use action points based on the Heroic Surge from D20 Modern / SWd20-R which you can spend to get +1 standard/move/swift action during a round. However they're in limited supply.
