Vital Strike attack roll bonus

Just want to make sure of something.

I have been searching the forum and FAQ for an answer, and though there are a LOT of questions about this feat, all the ones that I have seen deal with either the damage multiplier or it combination with other feats. Here is the description of the feat in question:

Vital Strike (Combat)
You make a single attack that deals significantly more
damage than normal.

Prerequisites: Base attack bonus +6.

Benefit: When you use the attack action, you can make one attack at your highest base attack bonus that deals additional damage. Roll the damage dice for the attack twice and add the results together, but do not multiply damage bonuses from Strength, weapon abilities (such as flaming), or precision-based damage (such as sneak attack). This bonus damage is not multiplied on a critical hit (although other damage bonuses are multiplied normally).

The part if want to make sure about is where is says that you use your character's "highest base attack bonus". So my 7th level fighter with 18 Strength, Weapon Focus, and a +1 weapon has an Attack bonus of +12 to hit normally. But I think the fact that it mentions highest BASE attack bonus means that he only attacks at +7. Is that right?

A 7th level fighter, with 18 Strength, Weapon Focus, and a +1 weapon would Vital Strike at +13, not +12 (and possibly higher, if you're using a weapon you have Weapon Training in).

You use your highest base attack bonus, plus all the usual modifiers you have when you take an attack action.

No... that's not what it means.

When you use Vital Strike, you use the rules for making a single attack, as if you had moved more than 5 feet.

The ONLY difference is that the weapon base damage dice are rolled twice and the results added.

It is just reminding you that you use the +7 BAB and then add all the bonuses; as opposed to using the +2 BAB and adding all the bonuses.
