Introducing the Skinsaw Cult early?

Rise of the Runelords

I am running Burnt offerings, and I wonder if it would be bad to add a skinsaw cultist to the enemies in Thistletop in order to make it more challenging? Should I do that, I figure as long as I focus on them benig cultists of a deity, that won't really raise red flags. But I thought I'd ask here first.

If it's in the final encounter with Nualia, it's probably not a big deal:

Spoiler:
If the players read Nualia's journals, they discover she received the Sihedron medallion from a member of the cult of Norgorber based out of Magnimar. That cult is actually the Skinsaw cult -- Norgorber is also known as Father Skinsaw, and if you have someone with knowledge (religion) they can make a DC 15 check to know this. This is written somewhere in the AP towards the end of Burnt Offerings.

I actually included one encounter with a Skinsaw man early in the game - the group went with Ameiko to hire a new glass smith and he was being hunted by a Skinsaw man who hired a bunch of flunkies to help him. Proved quite the enjoyable encounter actually. :)
