Yup. Quite doable. Your GM MIGHT (just might) want to kill you though (because you basically have 3 & 1/2 characters now). So be careful how you do it.
But a half-elf summoner could do this quite well. Be a wild caller, go like this:
1 Nature soul, skill focus (K(whatever))

3 Eldritch heritage (arcane)
4
5 Animal Ally
6
7 Boon companion
8
9 Improved Familiar

Would this be a viably buildable character or do the not-allowed evolutions restrict the Eidolon too much?
I have no clue. But the "wild caller" is renowned to be a combat monster, so maybe? I dunno, the best you could have would be a wolf, and eidolon & a familiar. Familiar helps for skills, the others smash.

You're basically the magical Beastmaster.
You know, I might go for a regular summoner & work along the lines of an insane harem-master. Basically a single guy traveling with what appears to be a gaggle of women...then half of them turn into monsters! Should be doable with liberal use of a hats of disguise.

Just imagine, you're walking down the road, and that stocky young woman in front of you EXPLODES into a 12-ft eidolon. The grey-haired one morphs into a wolf. The sultry looking one shrinks into a mephit. And the single one who DIDNT transform starts singing and all the others start looking tougher... And the summoner laughs & laughs!

"Viable" in what context? I suspect you'll be effective in combat, but it'll take you five times as long to get through it. So you as a character will win lots of fights, but you as a player will lose lots of Saturdays.

I think it would make for a great solo campaign though.

Just be 5th level and take Nature Soul, Animal Ally and Boon Companion as your feats.
You'll have a 5th level pony companion with 3 feats.
Increase their int to 3 and give them Nature Soul, Animal Ally and Boon Companion. Give you as many ponies as you can afford the retraining for, since you need the int prior to the feats.

I started building one for the fun of it. He is named Pahsa Al'Haram, self-proclaimed "Harem Master". He is CN (as well as an unbridled hedonist), with a Lyrakien Azata as a familiar, and eidolon that ressembles a succubus, and a wolf animal companion (which he disguises using a greater hat of disguise). His cohort is a CN Changeling (with object of desire racial trait) evangelist cleric of Nocticula. At the moment, it's a pretty silly build. Could make for an interesting, if erratic enemy.
I think I might build another that's more "beast-master" styled later.
