The Light Sources and Illumination table found in the Vision and Light section of the rules makes it clear that a light source changes the light level in a given radius, then raises the light level to twice that radius.

Does this mean that bringing a torch into an area of normal light would create normal light out in a 20-foot radius (no real difference), but then create bright light (one step higher) an additional 40-feet in all directions?

Obviously, I know that is not what is intended, but I can't seem to find the actual rule that prevents that interpretation from being true.

No it means that if you bring a torch into normal light it does nothing

The increased part is saying that light sources bring up the light level in their normal area by two levels...usually no higher than normal light (some can go higher)...and the increased part is only by one level

A torch will not increase the light level in lighting that's already normal or bright at all

Now I'm hungry for radioactive donuts.

Thought this thread was about the Umbral Daylight weirdness.

Vision and Light section wrote:
In an area of dim light, a character can see somewhat. Creatures within this area have concealment (20% miss chance in combat) from those without darkvision or the ability to see in darkness. A creature within an area of dim light can make a Stealth check to conceal itself. Areas of dim light include outside at night with a moon in the sky, bright starlight, and the area between 20 and 40 feet from a torch.

Seems to me, based on the bolded section, that you should be more curious about your torch creating a dim light donut when being used in an area of normal light.

Someone corrected me in another thread. Apparently, the 40-foot radius starts at the same point of origin as the 20-foot radius (making the entire area of torch light a 40-foot radius, not 60, like I originally thought).
